Rule 28
Maintenance of the project

(1) The water supplier shall carry out general maintenance of the project using its own resources and means.
(2) If the water supplier is not able to carry out the general maintenance of the project with his own resources and means, he shall request financial support from the concerned village development committee or municipality and the necessary technical support from the district water supply office and carry out general maintenance of the project. (3) If the water supplier needs to make major repairs to the project, unskilled manpower and local construction materials such as sand, stone, gravel, etc. should be provided through consumer organizations to repair the project. If skilled manpower, other building materials and technical assistance are required for the repair, the water supplier shall request skilled manpower and construction materials from the relevant village development committee or municipality and district development committee and technical assistance from the district water supply office to repair the project.
(4) According to sub-rule (3), if the major repairs of the project cannot be carried out only with the help of the concerned village development committee or municipality and district development committee, the water supplier shall give the detailed information to the concerned district water supply office.
(5) After receiving the information as per sub-rule (4), the district water supply office shall provide financial and technical support for the major maintenance of the project by conducting on-site inspection as required by the inspector and giving necessary instructions.
(6) Regardless of what is written in sub-rules (1), (2), (3), (4) and (5), the person who has received the permit must do all the maintenance of the project operated by himself. Explanation: For the purpose of this rule,–
(a) "General maintenance" means preventing the leakage of drinking water from the structure, bringing the damaged pipes to the surface if found, cleaning the structure, repairing the intake, reservoir, chamber, stream, etc. if they are damaged, and fixing the pipes, valves, etc.
(b) "Major repair" means any maintenance related work other than normal repair which should be done in case of structural collapse due to natural calamity or any other accidental damage.
